The Association of Flight Attendants was originally known as the Stewards and Stewardesses Division of the Air Line Pilots Assocation. In 1973, the Stewards & Stewardesses Division split with ALPA to become AFA. Unrepresented by a union at the time, AFA employees gained recognition of their independent union, the Union of Staff Employees USE), when management voluntarily recognized USE in late summer of 1979. In mid-2000, some 90 percent of USE members voted in a referendum to affiliate with the Washington-Baltimore Newspaper Guild. In August 2000, USE and WBNG officials signed a merger agreement. USE formally joined WBNG on Oct. 1 of that same year. WBNG now represents more than 50 employees of the Association of Flight Attendants, including attorneys, negotiators, organizers, international representatives, safety and health researchers, accountants, secretaries, and clerks. Forty-one staffers work in AFA's Washington headquarters. The remaining 15 work in branch offices in Chicago, Atlanta, and Pittsburgh. At the time of the merger with WBNG, USE members were covered by two separate contracts - one for employees exempted from the overtime pay provisions of the Fair Labor Standard Act, and the other for employees covered by the overtime pay law. WBNG will service both contracts, which expire December 31, 2002, until a new contract is bargained. Until the 1999-2002 collective bargaining agreements were signed, AFA contracts were one year in duration. The 1999-2002 contracts completely revamped the salary structure, basing employees' pay more on a the contractual pay scales and less on management's discretion. Local
