Despite its name, the Bureau of National Affairs (BNA) is not a government agency. The Guild has been representing BNA employees since 1938, when then-Local 35 of the old American Newspaper Guild signed a contract with United States News Publishing Corp. (precursor to U.S. News and World Report). At the time, BNA was a division of U.S. News Publishing, providing businesses with the latest information on daily and weekly governmental changes in business, trade and tax regulations. During the Great Depression of the 1930's, emergency actions by the Roosevelt Administration often resulted in new regulations being issued every day, and BNA became one of the most reliable sources of such regulatory information. Later, when U.S. News was contemplating shutting down BNA, publisher David Lawrence agreed to sell the division to BNA employees. The deal was completed in January 1947, making BNA one of the oldest employee-owned corporations in the United States. Along with the sale of BNA went its Guild representation. The Guild has maintained a strong presence at BNA over the past 50-plus years. Along with securing guaranteed annual pay raises, medical insurance at no cost to employees and leave time for new parents, the Guild has led the way in making BNA a progressive company committed to fairness and respect for its employees. Today, about 950 BNA reporters, editors, customer service reps, production workers, accounting staffers, computer technicians and other BNA workers in Washington and Rockville are protected by a contract that is bargained and enforced by the Washington-Baltimore Newspaper Guild.
