E-L & Associates LLP is a partnership entity that provides editorial content for the Housing Development Reporter information service.

Originally owned and published by the Bureau of National Affairs, HDR is now published by the West Group, a subsidiary of Thomson International.

HDR provides readers with the latest news on federal housing programs, legislation, community development and related tax and legal matters.

West Group also publishes the HDR reference file service, which is a compendium of laws, regulations and federal programs pertaining to housing and community development.

Two editorial employees at E-L & Associates are protected by a Guild contract that guarantees their salary, benefits and working conditions.
