Guild, Management Make Progress In Radio Free Asia Contract Talks

The Guild and RFA made progress in several areas during bargaining Thursday, March 25.

  • We finalized agreement on how new hires will be treated. New employees will be on a 90-day probation. RFA can extend the probation for another 90 days with written notice of why an extension is needed. RFA will be required to give a new employee a written evaluation within 60 days. If it doesn’t, the probation period is ended. RFA will also have to give a written evaluation before discharging a new hire on probation.
  • We also reached agreement on contract language that sets up a procedure for transfers from one job to another inside RFA and for promotions. RFA will have to announce (non-management) vacancies for 14 days. Employees taking a promotion will be guaranteed a pay raise. RFA had initially left open the possibility that someone taking a promotion could actually get a pay cut.
  • There also was final agreement on allowing employees to work from home. It would continue the current practice in which employees from time to time do work from home. You still will need your supervisor’s approval.

Progress also was made in the area of work schedules, though no final agreement has been reached. RFA has now agreed to ban split days off except with the employee’s consent.

CANTONESE SERVICE UPDATE

Our efforts to persuade Congress to fully fund the Cantonese service are paying off. About two weeks ago TNG/CWA representatives met with Republican and Democratic staff of the House subcommittee that oversees the BBG and RFA. They left that meeting hopeful that something could be done to reverse the Cantonese cut.

We learned late last week that Virginia Congressmen Frank Wolf, the Republican Chairman of the House subcommittee is moving to restore the Cantonese cut.

This is just the first step in what could be a long process. The action by the subcommittee is not final and can be reversed at a later date. But it is good news and more evidence of the benefits of being part of The Newspaper Guild/Communications Workers of America.
