Radio Free Asia Guild Unit -- NewsJune 25, 2004 BARGAINING BULLETIN #17 RFA Management Proposed Job Security Falls Short RFA and the Guild inched closer together on the issue of job security in bargaining June 24, but still remain far apart. RFA presented a new proposal dealing with layoffs. The new proposal would give some consideration of seniority in layoffs, but falls far short of the Guild's proposal. The RFA proposal would set up four criteria in deciding who gets laid off:
The Guild told RFA its proposal still leaves too much subjectivity. We presented a new proposal that would keep seniority as the primary gauge in determining who has to go in case of a layoff, but would give credit for employees who get "outstanding" reviews. Under the latest Guild proposal, a person could get one-month of extra seniority "credit" for every "outstanding" he or she received in their performance evaluation. The extra credit would be capped at three months in any year with a maximum lifetime credit of 15 months. For example, a four-year employee (48 months seniority) who had received three "outstandings" for each of three years would be credited with an extra nine months seniority. We believe this goes a long way in addressing the company's concern that there should be consideration of job performance in deciding who gets laid off. Moving from a proposal that involved just years of service was a huge move for the Guild. At every major Guild-represented news organization, including the New York Times, Washington Post, Baltimore Sun, Wall Street Journal and Associated Press, layoffs are based solely on seniority. We again told RFA that before anyone is involuntarily laid off, that the company should first ask for volunteers. Under our proposal, someone volunteering for a layoff would then get the severance pay and preserve the job of another employee. Of course, RFA has not yet agreed to our severance proposal either. RFA also continues to refuse to allow a laid-off employee to bump into a job he or she is qualified to perform. The next bargaining session is scheduled for Monday, June 28. Click
